James P. Gallagher

James P. Gallagher consults with Commonwealth Consulting, providing governmental and legislative representation with the Federal Government. Mr. Gallagher has extensive experience in the fields of foreign relations and national security affairs.

Mr. Gallagher served previously as Vice President at Boland & Madigan, Inc., a subsidiary of a government and public-relations firm. Prior to joining Boland & Madigan, Inc., Mr. Gallagher served as Administrative Assistant (AA) to Senator Judd Gregg of New Hampshire, Chairman of the Budget Committee and a senior member of the Appropriations Committee. Mr. Gallagher also served as the Senator’s Legislative Director prior to becoming AA.

Prior to his service with Senator Gregg, Mr. Gallagher was Director of Congressional Affairs for the Presidentially-appointed Defense Base Closure and Realignment Commission. Mr. Gallagher was the senior liaison to the Senate, House of Representatives, and to state and local officials.

Before joining the Commission, Mr. Gallagher was Senior Policy Analyst for national security and foreign policy issues for the House Republican Study Committee. He has traveled extensively throughout Latin America and Africa and authored numerous papers on the political and economic affairs of these regions.

Mr. Gallagher was graduated from the American University with Bachelor of Arts and a Master of Arts in International Affairs. He is fluent in Spanish.
